
In Germany, cannabis clubs can start operating as of this week. But that does not mean that members can start shopping right now.
Since April, in Germany you are allowed to possess and grow cannabis for personal use. Those without a green thumb will soon be able to visit so-called Cannabis Social Clubs (CSC), where adults can purchase up to 50 grams of cannabis per month.
The reason social clubs cannot open their doors right away yet is that the various Länder (federal states) are allowed to issue their own rules. In traditionally conservative Bavaria, the health minister announced that the policy will be "as restrictive as possible. Public health: that is indeed the department where legalization was put on point. So in Germany, cannabis no longer falls under the jurisdiction of the judiciary, as it still does in our country.
The launch of CSCs is only the first phase of the new policy. The government is also currently working on a broader commercial model, similar to the Green Grown Stores blueprint, in a completely closed and perfectly controllable circuit.
Meanwhile, a number of amendments to the new cannabis laws have been approved in the German parliament, partly due to opposition pressure. Regional governments can now impose restrictions on the size and production of cannabis social clubs.
Despite the lack of legal proof, a maximum THC limit for drivers was also set, 3.5 nanograms per milliliter of blood. Anyone behind the wheel in Germany under the influence of cannabis as well as alcohol, regardless of quantity, must immediately surrender their driver's license.
When can the CSCs actually open? The opening of the CSCs depends on the specific regulations in the different Länder. It is expected that most clubs will open their doors in the coming months.
What does the new THC limit mean for drivers? The new limit states that drivers cannot have more than 3.5 nanograms of THC per milliliter of blood. This means stricter controls and immediate consequences for drivers who drive under the influence.
Can I buy cannabis in Germany as a tourist? Currently, CSCs are only open to residents of Germany. Tourists cannot join these clubs.
With the legalization of cannabis and the emergence of CSCs, Germany is taking an important step in regulating cannabis use. Although many details still need to be worked out, this change offers new opportunities for both users and the industry.
